The United States is moving away from large reconstruction projects in Iraq in favor of smaller efforts that would target local needs, after a number of ambitious projects were never completed amid security threats and poor management by U.S. officials.

The U.S. State Department's senior adviser on Iraq, David Satterfield,[link widoczny dla zalogowanych], outlined the Bush administration's new plans at a Senate Foreign Relations Committee hearing. He said the number of provincial reconstruction teams, or PRT's, would double from the current 10 to 20.
"The PRT's will have a role beyond simple development assistance," Satterfield said. But a number of lawmakers said they would be reluctant to approve more funding unless they received strong assurances from the administration that the money would not be mismanaged.

Symantec claims this means nations around the world need to strengthen computer system security.

China has joined countries on the security black list after it moved up to second place following the U.S. as a source of security attacks. The number of attacks from China increased by 153 percent in the second half of 2005,[link widoczny dla zalogowanych], 72 percentage points more than the global average of 81 percent. China��s also rose to second place as a source of spam responsible for 12 percent,[link widoczny dla zalogowanych], up from fourth place in the first half.

Retired Russian General Leonid Ivashov, on Tuesday Russia says it is prepared to consider a proposal by a group of European Union foreign ministers to send peacekeepers to the Palestinian territories. The Moscow response comes as Russian citizens evacuated from recent violence in Gaza returned home.
Russian Foreign Ministry Spokesman Mikhail Kamynin told Ekho Moskvy Radio in Moscow that his country is prepared to consider a European Union proposal to send peacekeepers into the Palestinian territories. But Kamynin added that it would be impossible to develop the proposal without the approval of the Israeli and Palestinian sides.
Russia, along with the United Nations, the European Union and the U.S.,[link widoczny dla zalogowanych], is a member of the Quartet on the Middle East, whose goal is to mediate the peace process in the Israeli-Palestinian conflict.
The proposal for peacekeepers was made by 10 foreign ministers from the EU's Mediterranean countries during a meeting in Slovenia last week. The government's plan to tackle Korea's low birth rate includes producing more twins, and this year the number of newborn twins is expected to double.
"Mrs. Ahn" had known she was infertile for five years before she learned that the government provides financial support for test-tube baby procedures (in vitro fertilization, or IVF) during her visit to a local public health center.
