The Hunminjeongeum Research Institute on Thursday said that the Cia-Cia tribe of Bau-Bau city on Buton Island,[link widoczny dla zalogowanych], located in the southeastern Indonesian province of Sulawesi,[link widoczny dla zalogowanych], has adopted Korean or Hangeul to transcribe its aboriginal language.
The Bau-Bau city government on July 21 distributed textbooks written in Hangeul to about 40 elementary schoolchildren in the Sorawolio district,[link widoczny dla zalogowanych], where the Cia-Cia people are concentrated,[link widoczny dla zalogowanych], and began weekly Hangeul classes.
The tribe has a population of about 60,[link widoczny dla zalogowanych],000. Its own language is in danger of extinction as it has no native writing system.

The city is planning to use Hangeul alongside the Roman alphabet on road signs and to publish history and folktale books in Hangeul.

But this is the first time we've signed an MOU with a local government in a foreign country and officially published a Hangeul textbook taught to foreign students."

"Hanbando (The Korean Peninsula)" signaled the entry of the more ordinary Korean heroes, with their more human flaws. The outsider historian Minjae (Cho Jae-hyun) in "Handbando,[link widoczny dla zalogowanych]," monster-battling Gang-doo (Song Kang-ho) and family in "The Host," to Ga-pil (Lee Mun-shik) from the film "FlY, DADY, FLY," who endures special ops training and the violent gang lifestyle for his family.

Korea's species of hero has no amazing abilities and may not even be very good in combat. The Pentagon said Wednesday the trend of increasing terrorist activity by former Guantanamo detainees has not been reversed in the latest classified assessment.
The U.S. Defense Department has released about 550 men from the Guantanamo detention center in Cuba since it opened eight years ago, and is in the process of determining the future of the remaining 198 detainees. Some will be prosecuted, and some may be released, but most are expected to be transferred to custody in their home countries.
Among other concerns,[link widoczny dla zalogowanych], U.S. officials want to be as sure as possible that the detainees who leave Guantanamo will not return to terrorist activity. In the past, the percentage of former detainees returning to the fight has been small, but growing. And Pentagon Press Secretary Geoff Morrell says that will not change in the new report. "We've done two reports that we've released publicly,[link widoczny dla zalogowanych]," said Geoff Morrell. "One showed it at 11 percent, another showed it at 14 percent. I don't think that trend has reversed itself."

Iran says a U.S.-Iranian journalist who has been held at Tehran's Evin prison since January, has been put on trial on charges of spying for the United States. The charges carry a possible death penalty.
A spokesman for Iran's judiciary says American journalist Roxana Saberi, went on trial Monday and a verdict is expected "within the next two or three weeks."

"As far as I know she did not commit any crime. What she did according to what the judiciary said that her license was not renewed and she continued to work for the media she was working for," said Nourizadeh. One out of four Korean businesses is laying off staff or plans to do so this year,[link widoczny dla zalogowanych], a survey has found. It was on June 25, 1950 that assault divisions of the North Korean army streaked across the 38th parallel that divides the Korean peninsula. They captured Seoul within days.

A National Assembly committee promises to come up with plans to reform the system by Dec. 7.
Out of the 299 lawmakers of the 18th National Assembly,[link widoczny dla zalogowanych], 44.8 percent have been elected into office for the first time. But the audits are the same as they have been in the past. Lawmakers make a fuss over the delay in the government��s presentation of materials, while 16 National Assembly committees spend 20 days at 478 venues asking routine questions that merely scratch the surface. These are all scenes the public has grown too familiar with. Some 29 lawmakers were divided into four teams on a whirlwind tour of the government��s offices in four to six different countries each over a period of just a few days or even a day. How can such hasty inspections by the Foreign Affairs and Trade Committee lead to any qualitative results?
Separate committees on law,[link widoczny dla zalogowanych], defense and the environment spent 20 days touring 51 different locations across the country. The political committee initially said it would summon 350 private citizens, including businesspeople,[link widoczny dla zalogowanych], as witnesses but ended up whittling down that list to just 70. And in the process, there were rumors that the lawmakers had their personal grievances involving businesses taken care of. The members of state-owned firms had to wait from morning to sunset to offer textbook answers to a few questions. Another fixture of National Assembly audits that was revived in 1988 were the answers by government ministers that they would ��look into the matter�� in response to angry comments by lawmakers.
More fundamentally, the content of the audits is no different from that being scrutinized by parliamentary committees. If there is a difference,[link widoczny dla zalogowanych], it is the fact that lawmakers demand a year��s worth of materials at once,[link widoczny dla zalogowanych], that more on-site inspections are made and that participants take an oath at the beginning of questioning.
The Chosun Ilbo asked 274 lawmakers of the 18th National Assembly what they thought needed to be reformed. Some 91 (or 32.2 percent) agreed parliamentary inspections and the work of separate committees should be merged,[link widoczny dla zalogowanych]. They called for frequent extraordinary sessions of the National Assembly to probe more deeply into the government��s affairs. Others called for follow-up checks or to put the National Assembly in charge of the Board of Audit and Inspection. When Jeffrey Jones, the honorary chairman of the American Chamber of Commerce in Korea,[link widoczny dla zalogowanych], tried to enroll his five- and seven-year-old sons in a foreign school in Seoul, he was apparently informed that there was no room for them, so they would have to wait. His older son was eventually able to gain admission after an opening became available, but his younger son is said to be still waiting to hear about his application for kindergarten. This has become widely known throughout the foreign business community in Korea and has led to the coining of the phrase "Jeff shock." It is shocking that a country which ranks among the world's ten largest economies and whose trade volume totals more than $500 billion lacks schools for foreigners to send their children.
There are 47 foreign schools in Korea,[link widoczny dla zalogowanych], including 20 British or American ones and 19 for Chinese students. A total of 7,[link widoczny dla zalogowanych],781 foreign children attend these schools. According to a November 2006 study by the Federation of Korean Industries on OECD member nations,[link widoczny dla zalogowanych], out of a total 24,407 children of foreigners who live in Korea,[link widoczny dla zalogowanych], only 33.6 percent or 8,213 of those children live here. The remaining 16,194 children are living apart from their parents. Most do so because there is a lack of adequate foreign schools in Korea.
In Hong Kong,[link widoczny dla zalogowanych], with a population of six million, there are 62 foreign schools,[link widoczny dla zalogowanych], while Singapore,[link widoczny dla zalogowanych], with a population of 4.6 million, has 26. Seoul,[link widoczny dla zalogowanych], with a population of 10 million, has only 17. With a lack of schools for their children,[link widoczny dla zalogowanych], foreigners end up avoiding being posted to Korea. What's worse is the fact that some foreign businesses pay their Korea-posted employees an extra allowance usually given to workers being sent to remote regions of the world. European business people in particular leave their children at home when assigned to Korea. This is only natural,[link widoczny dla zalogowanych], since there is just one French school and one German school in Korea.
Foreign capital will not come into a country like this. As of 2003, the ratio of foreign direct investment in comparison to GDP was 239 percent for Hong Kong and 160 percent for Singapore. For Korea it was just 9 percent. This is even lower than the global average of 23 percent.
If we are to even dream of becoming the economic hub of Asia, we need to start by expanding the number of foreign schools. We need schools that offer a variety of educational systems in order to make Korea a more attractive destination for business people from Europe, Latin America and Southeast Asia. If it's difficult to open foreign schools in provincial regions, then we should consider other options,[link widoczny dla zalogowanych], such as opening special classes for foreign children at foreign language high schools.
